Course Objectives

The study unit empowers participants with knowledge and skills to interpret, implement, and evaluate health and safety practices within organisations. The module focuses on fostering responsibility, autonomy, and collaboration to ensure compliance with Maltese legislation, develop policies and procedures, conduct audits and inspections, engage stakeholders, and enhance overall health and safety performance.

This study unit fulfills the training requirement on Maltese Occupational Health and Safety Law and the local Occupational Health and Safety context, as recognised by the Occupational Health and Safety Authority (OHSA).

By the end of this unit, learners will be empowered to create work environments where safety is second nature, and everyone takes ownership of wellbeing. It’s not just about avoiding risk—it’s about building a culture where people thrive.

This study unit is ideal for individuals who are responsible for, or involved in, workplace health and safety. It is particularly relevant for:

  • Health and Safety Officers looking to strengthen their practical knowledge and fulfil legal training requirements

  • HR professionals and managers seeking to integrate safety into workplace policies and team management

  • Supervisors and team leaders who want to promote a culture of safety and wellbeing on the ground

  • Employees who form part of a health and safety committee or who wish to contribute meaningfully to safety initiatives

  • Business owners and directors aiming to ensure their organisation complies with Maltese health and safety legislation

  • Anyone aspiring to work in occupational health and safety and wanting to build a solid foundation in local practices

This course is open to both experienced professionals and those new to Maltese health and safety legislation, offering valuable insights and skills.

Applicants must be in possession of at least a matriculation certification (MQF Level 4) or A Level equivalent.

Effective communication in English

Participants will be assessed through two components designed to evaluate both reflective thinking and the practical application of knowledge in a Maltese context:

  • Reflective Notes (25%)
    Learners are required to submit concise reflective notes that demonstrate their understanding of the key concepts covered in the unit. These notes should reflect critical thinking, personal insights, and how the knowledge gained can be applied within their own work environment. Learners are encouraged to draw on their experiences and consider how they would enhance health and safety practices in line with Maltese legislation.

  • Presentation (75%)
    The main component of assessment is an individual presentation focused on a topic related to Maltese health and safety legislation. Participants will research and present on an area such as legal duties, risk management, compliance, enforcement, or safety culture within the local context. The presentation should:

    • Demonstrate understanding of relevant Maltese legal obligations

    • Identify key workplace risks and propose solutions

    • Incorporate stakeholder consultation and engagement

    • Offer practical recommendations for improving compliance and safety outcomes

    • Communicate clearly and professionally

This assessment allows learners to showcase their ability to interpret legislation, apply it to real-world scenarios, and promote a safer workplace within the Maltese legal framework.

At the end of the study programme the participants will be able to:

  1. Interpret health and safety legislation and regulations.
  2. Develop and implementing health and safety policies, procedures, and guidelines.
  3. Produce audits and inspections to ensure compliance with health and safety standards.
  4. Collaborate with relevant stakeholders to promote a safe and healthy work environment.
  5. Design and evaluate health and safety performance.
  6. Understand the difference between Civil and Criminal law in the H&S context.
  7. Understand relevant health and safety legislation, regulations, and standards applicable to different industries and sectors.
  8. Write the roles and responsibilities of various stakeholders in health and safety management
  9. Ability to interpret and apply health and safety legislation and regulations.
  10. Competence in developing and implementing health and safety policies and procedures.
  11. Develop strong communication skills to effectively convey health and safety information to different audiences.
Accreditations
The Malta Further and Higher Education Authority deems this Award to be at Level 5 in the Malta Qualifications Framework and the European Qualifications Framework for lifelong learning.
