Lecture 1 - Introduction to Maltese Gaming Law

Following this session, students will be learning about:

  • The history and development of gaming in Malta;
  • The distinction between ‘gaming’ and ‘gambling’;
  • Introduction to landbased gaming and online gaming;
  • Malta’s gaming legislative and regulatory framework;
  • The regulatory / governmental authorities responsible for supervising gaming activities in Malta;
  • The role and powers of the Malta Gaming Authority;
  • Malta as a leading jurisdiction in the online gaming industry.

Lecture 2 - An overview of the Maltese gaming legislative and regulatory framework (Part 1)

Following this session, students will be learning about:

  • The definition of ‘gaming’ under Maltese law;
  • The difference between a gaming service and a gaming supply and between games of chance and games of skill;
  • The different gaming products classified in terms of Maltese law;
  • The different types of authorisations under Maltese law;
  • The requirements for obtaining a licence from the Malta Gaming Authority and the application process.

Lecture 3 - An overview of the Maltese gaming legislative and regulatory framework (Part 2)

Following this session, students will be learning about:

  • applicable gaming taxes and licence fees;
  • offences against the Gaming Act and sanctions for non-compliance;
  • continuing obligations of licensees;
  • Malta Gaming Authority’s powers in relation to compliance and enforcement measures;
  • the notion of gambling debts under Maltese law.

Lecture 4 - Why do we regulate gaming?

Following this session, students will be learning about:

  • The reasons behind the regulation of gaming;
  • How players are protected under Maltese legislation;
  • The concept of responsible gaming and measures to be adopted in accordance with Maltese legislation;
  • The relation of the prevention of money laundering and terrorist financing under Maltese legislation with the gaming industry;
  • Safeguarding the integrity of sports and preventing match-fixing.

Lecture 5 - Online Gaming in the EU

Following this session, students will be learning about:

  • different approaches adopted towards the regulation of gaming across the EU;
  • overview of the status of online gambling across different EU member states;
  • the question of harmonisation across the EU;
  • the freedom of establishment and the freedom to provide services within the sphere of online gaming;
  • the exceptions to the freedom of establishment and the freedom to provide services, and applicable case law.
  • recent amendments to the Gaming Act (Cap. 583 of the laws of Malta) - introduction of Article 56A.

Submitting Assignment - Turnitin

The Academy will notify you via email when the assignment questions become available. Shortly after, you will receive another email from Turnitin, likely on the same day, confirming your enrolment in a "class" where you can upload your assignment(s).

Please ensure that your assignments are submitted no later than 23:59 on the assignment submission deadline, as indicated on the Assignment Submission form or in the Turnitin "class."

At 21 Academy, you have the option to submit multiple drafts before the final submission deadline. The version uploaded at the deadline will be treated as your final submission for assessment. Please note that Turnitin evaluates the same assignment twice within a 24-hour period, so any additional submissions during this time will not be reviewed until the 24-hour period has passed. Ensure that your final submission does not exceed 20% similarity, particularly when using direct quotations.
